Le Comité de Pilotage est l’enceinte de discussion et d’élaboration des décisions liées au développement du programme. Il approuve notamment chaque année le budget et le programme des activités. Il se réunit au moins deux fois par an, dont une fois à l’occasion de la session annuelle du programme.

Le Comité de Pilotage est composé, outre les membres fondateurs du bureau, de personnalités choisies pour le rôle important qu’elles jouent dans les relations politiques, économiques et culturelles entre la France et la Chine.




Before graduating in 2002 from INSEAD with an MBA, Bruno attended Massachusetts
Institute of Technology, where in 1999, he obtained an MSc.

Included in his work experience are: 3 years in the Mergers & Acquisitions department of Merrill Lynch in London, a position within the Corporate Finance department of Société Générale in New York, 2 years of Management Consulting at Oliver Wyman in France, and 9 years as the CEO of GYS, an industrial group, headquartered in France.

With 500 employees in five countries (France, UK, Germany, India & China), GYS engineers and manufactures welding equipment, automotive battery chargers, and automotive
collision repair equipment. The group is positioned as one of the world’s technological leaders in its fields.

Aside from his professional endeavors, Bruno is a member of the YPO network and sits on the board of the UIMM (Union of Metallurgies Industries) Mayenne. Bruno is married to Heyoung Lee Bouygues, a talented business woman who has created Lee Bouygues
Partners, a consulting company dedicated to helping companies in operational difficulties. Bruno and Heyoung have a daughter named Daphné who is 3 years old. Bruno enjoys skiing, running and playing squash.

Edouard Courtial was born in 1973, went to school in Clermont and Compiègne but grew up in Agnetz, a town in which his father was the mayor since 1989.

He studied economics and management at Paris-Dauphine University and obtained a master degree at ESSEC business school. Between 1999 and 2001 he worked as a financial auditor for Ernst & Young and Cap Gemini as strategy consultant.

By 2002, he decided to serve his fellow citizens and run for constituency in the 7th district of Oise Department where he is deeply rooted. At the age of 28, he has been elected at the French National Assembly, and was the youngest member of parliament in France. The next year, after his father passed away, he followed his career and became Mayor of Agnetz city in 2003 where he has been re-elected in 2007.

Later on, in 2012 he has been re-elected against the President of the Regional Council and former Mayor of the biggest town of the district, Clermont.

After he won the Oise Department Council Presidency in 2015, he had to step down from his Mayor position to comply with the new French law.

Former Secretary of State in charge of French nationals abroad, between 2011 and 2012, he is still member of the Foreign Affairs Commission of the French National Assembly and chairs Estonia, Colombia and Lithuania Friendship groups.

Deeply committed to his political family, Edouard Courtial has been in charge of local federations of his party and is currently political advisor of former French President, Nicolas Sarkozy.

Coralie DUBOST

Coralie Dubost is a lawyer with degrees in private European law, and European law and international human rights. 

Her years of professional experience in strategic consulting, decision-making support and team management during project implementation have honed her ability to understand the challenges facing the business world, from small and medium-sized companies to multinationals.  

Coralie Dubost has published several articles on non-discrimination in European and international law, and the social responsibility of companies.

Fang Yi, Master Degree of Computer Science, graduated from Zhejiang University and obtained extremely outstanding graduates (1 in 300). He started his Venture during graduate school and the value of company tripled annually during the over ten years. In the end of 2015, the company just closed C round of more than 700 million RMB fund-raising.

Fang Yi won the first prize of national competition of innovation and entrepreneurship and many other honors, he reported on the front page of New York Times as the typical potential successful entrepreneur on the same day that Alibaba listed in NYSE.

He is the leader of Science and Technology group of the Zhejiang Province Youth Union, and president of Collogue Student Enterprise Association of Hangzhou.

Getui Inc. was established in July 2010, previously released Gexin, the first free mobile instant messaging tool recorded 17 million users by 2013. Like other phonebook-based messaging services, Gexin was trapped in development dilemma after the release of Tencent’s dominating IM app WeChat.  The company then pivots its business focus on push notification service and rolled out the namesake product getui in March 2012. Getui become one of the leading big data companies in China based on the embedded pushing SDK installed capacity of 10 billion and cover over 1 billion unique mobile devices, and in 2016 the company launch the new product « abeacon » which is the killer solution for mobile marketing based on massive big data of Getui.

Allen Guo is a serial entrepreneur and venture capitalist. He is founding partner of 2048 capital investing in Internet and Deep Tech: AI, Blockchain, IOT and Healthcare. .

Still a PhD student in UC Berkeley, Allen founded Baihe.com, which later became the largest online matching making service in China. He also founded Yobo.com, a personalized mobile music platform, which he sold to China Mobile. Allen has regular contact with France and is currently developing a new investment vehicle to connect France and China’s booming tech and capital market, with a focus in AI.

During his leisure time, Allen enjoys snowboarding, scuba diving, piloting and mountain hiking.

Allen Guo received BS degree from Tsinghua University with highest honour, and was a PhD candidate at UC Berkeley’s EECS department when he started his entrepreneurial career. He was Mayfield Fellow and Hitachi Fellow at Haas School of Business.

She is the President of JRSY Investment Company Ltd, specialized in new energy, environment and agricultural fertilizer. She is also the General partner of ALEF Mountain Capital Partners (together with general partners from France and USA having PE by venturing advanced technology of Israel developed in China). She  also works as a Senior Advisor of important French Companies to find financial partners and to develop their business in China.

From 1996-2002, she served as a key member of BASF Group for the negotiation of an important mega integrated petro-chemical site projects in China.

Casey is also actively participating in Chinese political activities by proposing consultative opinions especially in the field of environment and urban construction.

Howard Hao KWOK

Howard Kwok is the President of YunGao Group, a real estate developer with projects in Shanghai, Xi’an and Lhasa. He is also Deputy General Manager at The Westin Xi’an, an investment of YunGao.

Howard is the owner of three Chateaux in Saint-Emilion and Pomerol.

He began his career as a financial analyst at Morgan Stanley’s in New York. He then became a consultant for McKinsey & Company in China.

Howard has a Master’s degree in Business Administration from Harvard Business School in Boston, U.S.A., as well as a diploma in French Cuisine from the Cordon Bleu in Paris, France.

Howard is a native of Hong Kong and is fluent in Mandarin, Cantonese, English and French.

Antoine TESNIERE is specialized in Anesthesiology and Intensive Care, and has a full time position at European Hospital Georges Pompidou, APHP, the most recent University Hospital in Paris.

He is the co-founder and CEO of iLumens, a university-based simulation center at University Sorbonne Paris Cité. iLumens is an innovative simulation department that develops new training and research programs using all simulation modalities and virtual environments (serious games) for every healthcare professional. iLumens is expanding internationally through a wide variety of training and research programs.

Antoine TESNIERE is also Dean for Medical Education at Paris Descartes Medical School, the largest French medical school, and Vice Director of the Doctoral Program « Frontiers in Life Sciences » at the Center for Interdisciplinary Research, University Paris Descartes, one of the most innovative PhD programs based on interdisciplinarity. He recently became scientific advisor for the Ministry of Higher Education, Research and Innovation.

Antoine TESNIERE was trained at University Paris Descartes and Harvard Medical School. He holds an MD, from University Paris Descartes, and a PhD in tumor immunology, from University Paris Sud.

Jiang Qiong Er, fondatrice de SHANG XIA, est une designer de renommée internationale. Grâce à ses années d’études en Europe, elle apporte une approche cosmopolite et ses créations reflètent une expérience biculturelle. Respectueuse de la tradition, elle puise son inspiration dans de multiples sources, ce qui se traduit dans la diversité de ses œuvres, dont de nombreuses pièces se trouvent déjà dans les plus grands musées du monde.

En 2009, elle crée la marque de l’art de vivre contemporain SHANG XIA, et prend les fonctions de PDG et directrice artistique. Jiang Qiong Er  et SHANG XIA s’engagent à promouvoir l’artisanat ancestral chinois sur la scène internationale. Le design contemporain se confond avec les métiers traditionnels afin de faire naître un mélange d’Orient et d’Occident et créer le nouveau style de vie du 21ème siècle. Les créations ont reçu de nombreux prix de design et de reconnaissance au niveau national et international, avec des œuvres collectées par des musées de renommée mondiale tels que le British Museum, le musée Guimet et le musée des Arts Décoratifs.

En 2011, Forbes nomme Jiang Qiong Er parmi les 25 Chinois les plus influents dans la catégorie mode et art de vivre. En 2013, elle reçoit l’insigne de Chevalier de l’Ordre des Arts et des Lettres, en reconnaissance de sa contribution aux échanges culturels entre la Chine et la France. En 2014, le portrait de Jiang Qiong Er figure parmi les 50 personnalités de la manifestation « 50 Ans 50 Personnes » organisée dans le cadre du Cinquantenaire des Relations Franco-Chinoises. Et en 2016, Jiang a été décorée « Chevalier de l’Ordre National du Mérite ».

Cyril Benoit dirige la banque d’investissement B&A Investment Bankers qu’il a fondée en 2011. B&A intervient sur des opérations internationales, en particulier entre la France et la Chine.

De 2007 à 2010, Cyril Benoit a été Principal de Perella Weinberg Partners à Londres. De 2003 à 2007, il a occupé plusieurs postes exécutifs chez Unibail-Rodamco dont Directeur des investissements et financier du pôle commerces, Directeur du développement corporate et membre du Comité stratégique du groupe.

Auparavant, Cyril Benoit a travaillé à la Direction du trésor et  a contribué à la création de l’Agence des Participations de l’Etat. Il a également été, de 2000 à 2002, conseiller au cabinet du Ministre de l’économie, des finances et de l’industrie (Laurent Fabius). Avant 2000, Cyril Benoit a notamment travaillé à Washington D.C. auprès de Tom Lantos, Représentant de la Californie et Chairman de la Commission des Affaires Etrangères du Congrès américain, ainsi qu’au cabinet du président de l’Assemblée Nationale.

Cyril Benoit a fondé en 1995 le think-tank « Vouloir la République » dont il est Président. Il a également été Président du Conseil de surveillance de l’Institut Aspen France de 2013 à 2015, et l’un des créateurs de la Fondation Reconnue d’Utilité Publique France-Israël en 2006.

Sébastien Billioud est professeur d’études chinoises et directeur de l’UFR des Langues et Civilisations de l’Asie Orientale de l’Université Paris-Diderot. A partir d’une approche interdisciplinaire en anthropologie et en histoire intellectuelle, son travail analyse les destins modernes et contemporains du confucianisme dans les domaines les plus variés comme philosophie, éducation, religion et rituels, pratiques sociales, politique.

Il est notamment l’auteur de Thinking Through Confucian Modernity et, avec Joël Thoraval, de The Sage and the People, The Confucian Revival in China. La version française de ce livre (Le Sage et le peuple) a reçu le prix Bernheim 2015 d’histoire des religions de l’Académie des Inscriptions et Belles-Lettres.

Avant d’être élu professeur, Sébastien Billioud a été successivement chercheur invité dans le département de philosophie chinoise de l’Académie des Sciences Sociales de Chine, à Pékin, chercheur et rédacteur en chef de la revue Perspectives chinoises au Centre d’Etudes Français sur la Chine Contemporaine de Hong Kong et maître de conférences à l’Université Paris-Diderot.

Sébastien Billioud est diplômé d’HEC (1993), titulaire d’une maîtrise de droit (Paris 2, 1992), d’un doctorat en études de l’Extrême-Orient (Paris 7, 2004) et d’une habilitation à diriger les recherches (INALCO, 2012).

YAN Lan est diplômée de l’Université des langues étrangères de Pékin, l’Université de Pékin et l’Institut universitaire de hautes études internationales à Genève. Elle est avocat française. En 1991, elle a rejoint le cabinet d’avocats Gide Loyrette Nouel, et est devenu associée en 1997. En 1998, elle a commencé à diriger le bureau de représentation à Pékin. En 2011, elle a été nommée Directrice générale de la banque d’investissement Great China de Lazard à Pékin.

YAN Lan est aussi arbitre de la Commission d’arbitrage économique et commercial international de Chine, Conseiller du Commerce Extérieur de la France, administratrice indépendante de la China Merchants Bank, vice-présidente du Forum des femmes dans l’économie et la société (Asie), présidente du Comité consultatif pour la Fête de la Musique International de Pékin et présidente de la « CHINA HERITAGE SOCIETY ». Le 1er novembre 2012, l’Ambassadeur de France en Chine lui a remis l’insigne de Chevalier de l’Ordre national de la Légion d’honneur.
